From October 24-26, 2013, IDA and a Ugandan non-governmental organization, with the cooperation of the Uganda People's Defense Force, conducted a roundtable conference for military leaders, government officials, and civil society representatives from East Africa and the Horn on challenges to regional security. Vigorous debate occurred on the themes of civil-military relations, including the role of the military in government, East African regional integration, and country-specific issues related especially to the Democratic Republic of the Congo and Somalia.
