Threat community support to security risk management-based technology protection planning for sensitive and classified R&D activities within the US Government takes two basic forms: 1) description of the multidiscipline counterintelligence threat to the activity's people, technology and programmatics; and, 2) description of the system security engineering threat to the activity's technology.
