Testing and assuring responsible use of artificial intelligence (AI) and machine learning-enabled capabilities is a nascent topic in the Department of Defense. In general, AI and machine learning models have consequences related to edge cases, emergent behavior and lack of trust, so traditional testing is insufficient to guarantee safe and responsible AI use. While such capabilities supporting personnel processes and systems tend to carry low safety risk, several concerns might undermine the DOD’s five ethical principles for responsible AI. This presentation for the Western Economic Association International conference describes these potential issues and proposes mechanisms to assure stakeholders of the adherence to the DOD’s ethical principles.
