This presentation describes IDA’s Defense Industrial Base Optimization Model (DIBOpt), which has been used to prepare government budget and procurement plans for medical countermeasures and to examine the effects of supply chain constraints on military readiness. DIBOpt allows planners to consider factors ranging from industrial base capacity, sub-tier bottlenecks and price increases to product modernization, budget constraints and more. DIBOpt also helps decision makers understand the effect of supply chain chokepoints on inventories and the mitigation strategies necessary to reduce risk associated with inventory deficits.
