This paper documents the methodology and associated computer program for the portion of the Risk Assessment and Mitigation Framework for Strategic Materials (RAMF-SM) that calculates demands for strategic and critical materials. The paper provides detailed documentation, including mathematical derivations, of the methodological improvements that have been made to the RAMF-SM material demand computation process in the past few years. The paper also provides a user’s guide to the computer program, with sample input and output files. A goal of the paper is to enable a new user to be able to run the program, set up its inputs and interpret its output. Developed by the Institute for Defense Analyses, RAMF-SM has played a key role in the analyses that have supported the Reports to the Congress from the Department of Defense concerning requirements for the National Defense Stockpile of strategic and critical non-fuel materials.
