Following the international response to the outbreak of Ebola Virus Disease in West Africa in 2014, the International Military Staff of NATO proposed a project to enhance the alliance’s ability to respond to a biological outbreak. The project, ultimately titled Smart Defence 1.1045, involved 14 nations and multiple NATO commands and activities. This paper is the historical record of the activities and results of Smart Defense 1.1045. Volume 1 summarizes the historical record of the project, and Volume 2 presents a concept of operations for a NATO response to a biological outbreak.
