U.S. adversaries have used interest-based operations to limit the Department of Defense's freedom of action. Such operations are aggressive campaigns that occur below the threshold of war. Still, they generate real-world consequences intended to establish regional control. IDA deconstructs how such operations work at a tactical level and proposes a way for the Defense Department to protect its alliances and technological superiority while thwarting adversaries' regional influence.
