This paper considers whether and how the military workforce can be used more efficiently. It examines inter-Service differences in staffing philosophy to address:

Use of more experienced personnel to reduce the size of the workforce and increase efficiency,

Adoption by the other Services of the Army’s approach to its helicopter pilot workforce, where over half of pilots (who are warrant officers) spend the overwhelming majority of their careers flying, and

Reduction in the amount of professional military education provided to some officers.

Use of enlisted personnel and warrant officers to perform some jobs now done by regular line officers.
