IDA improved the methodology for the Risk Assessment and Mitigation Framework for Strategic Materials (RAMF-SM) process, which we use to study the National Defense Stockpile of strategic and critical non-fuel materials. The paper provides new mathematical formulas for material consumption ratios, which estimate the amounts of material required to manufacture industrial output. It also describes enhancements to an algorithm that determines how much industrial output can be produced with the limited supplies of materials available in a national emergency.
