The Biden-Harris administration’s recent focus on a strategic approach of defense to improve the cybersecurity of federal systems and networks, supply chains, and critical infrastructure is essential.  However, it is a necessary but not a sufficient adjustment to U.S. cyber strategy, which has, for the better part of a decade, focused on deterrence as its central element. A more fundamental re-thinking is needed if the United States is to halt and ultimately reverse its loss of relative advantage from cyber campaigns targeting its political, economic, social, and organizational power.
