The Office of Science and Technology Policy (OSTP) requested that the IDA Science and Technology Policy Institute (STPI) identify the potential challenges of Federal ethics rules on recruitment and retention of science, technology, engineering, and mathematics (STEM) employees across the Executive branch of the Federal Government, including the National Institutes of Health, the Department of Defense (DOD), and the Department of Energy (DOE), and report on potential suggestions to ameliorate those challenges.
