IDA analyzed the impact of four recently enacted ethics requirements on the recruiting and retention of Department of Defense (DOD) personnel and the ability of the Department to detect, deter, prevent and redress ethical misconduct. This review evaluates the effect of these provisions and whether problems might occur should the DOD strengthen or expand the requirements.
