Commercial Items: If Only It Were So Easy

The objective of the congressionally chartered Advisory Panel on Streamlining and Codifying Acquisition Regulations (the Section 809 Panel) to remove unnecessary impediments to the acquisition of commercial products and services is a sound one. However, the Section 809 Panel’s recommendations would be more persuasive, if the panel had been better informed on the history and purposes of the legislation that it recommends revising.
