The U.S. Government has historically viewed biotechnology as a civilian and economic pursuit. In contrast, China is sensitive to biotechnology’s central role in its military and security. In this paper, we describe the current state and trajectory of biotechnology in both the United States and China. We also provide recommendations to the U.S. Government to secure the biotechnology industry and maintain dominance in this foundational technology.
