IDA investigated the implications of a change to a single-salary system for military compensation as part of the 2020 Quarterly Review of Military Compensation (QRMC). IDA found that such a system would likely increase total costs to the Department of Defense, reduce retention and have little effect on military readiness. We also found that military personnel were not in favor of a change.
