This paper examines current Russian national security and maritime doctrine, policies and public statements, and ongoing Russian naval programs in the context of the return of the “Analogous Response” strategy of the 1980s. Soviet leadership at that time initiated deployment of Soviet submarines configured with land-attack cruise missiles off the U.S. east coast to address a perceived imbalance in Intermediate Range Theater Nuclear Forces in Europe.
