The 2018 Nuclear Posture Review points to the differential in U.S.-Russia non-strategic nuclear forces as driving a perception that Russia's "greater number and variety of non-strategic nuclear systems provide a coercive advantage in crises and at lower levels of conflict." This paper characterizes the nature and meaning of asymmetries between non-strategic nuclear forces of the United States and Russia.
