The Department of Defense (DOD) should learn from the successful example of the Defense Acquisition Workforce Development Fund and establish a similar tool to build desperately needed skills in its science and technology workforce. The DOD should work with Congress to establish a critical skills investment fund that is at least equal to the acquisition fund in its magnitude and impact.
