The work produced by IDA’s FFRDCs is characterized by unquestioned objectivity and high quality. Because of our unique relationship with our Government sponsors, IDA enjoys unusual access to highly classified and sensitive government and corporate proprietary information. We adhere to a strict regime for avoiding conflicts of interest. We are thus in the position of offering outsider perspectives on important issues with insider access to information.
Systems and Analyses Center
As an FFRDC, IDA's Systems and Analyses Center works primarily with governmental sponsors; we do not work for commercial enterprises or for-profit organizations. Our primary sponsor is the Under Secretary of Defense (Acquisition, Technology and Logistics) (USD(AT&L)). Within our sponsoring agreement, however, this Center assists the Office of the Secretary of Defense (OSD), the Joint Staff (JS) the Combatant Commands, and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.” In addition, the Systems and Analyses Center supports other sponsors – with approval of the USD(AT&L) – including the Veterans Administration; the Intelligence Community; the Departments of Homeland Security, Commerce, and Energy; and other government agencies and non-profits – consistent with our skills and expertise.

Science and Technology Policy Institute
STPI provides timely and authoritative analyses of significant science and technology developments in the U.S. and abroad for its primary customer, the Office of Science and Technology Policy (OSTP) and its sponsor, the Director, National Science Foundation (NSF). STPI conducts a wide-range of work for other federal agencies including the National Institutes of Health (NIH), Department of Transportation (DOT), Department of Defense (DoD), Department of Health and Human Services (HHS), National Science Board (NSB), Department of Commerce (DOC), and the Department of Energy (DOE). STPI is able to conduct the work in the public interest with objectivity and independence, and free from the potential for a conflict of interest.

Center for Communications and Computing
Beginning over 50 years ago with a handful of mathematicians, the IDA Center for Communications and Computing (C&C) now consists of a Center for Communications Research with offices in Princeton, NJ, and La Jolla, California, and a Center for Computing Sciences in Bowie, Maryland.
From the start, the Center for Communication and Computing (C&C) has performed fundamental research in support of the National Security Agency’s mission in cryptology for driving foreign signals intelligence and protecting the information and communications of the U.S. Government. Reflecting technological changes, the Center’s mission now also includes network security for both signals intelligence and U.S. cybersecurity.
Within those broad areas, the research portfolio particularly focuses on the creation and analysis of complex encipherment algorithms, high-speed computing technologies, development of sophisticated algorithms and their applications, algorithmic and mathematical foundations of cryptology, computer network technologies supporting communications security applications, and information processing technologies for cyber security analytical applications for large data sets.
Because the basic science underpinning the dual missions is often the same, the researchers in Princeton, La Jolla, and Bowie work closely with each other and problem-oriented research teams often include members from all three sites as well as from the NSA. Nevertheless, the research portfolio and staff mix of each of the locations is distinctive, with cryptologic mathematics dominating in the Center for Communications Research in Princeton and La Jolla and network security and computer science dominating in the Center for Computing Sciences in Bowie.
