Operational Evaluation Division

The Operational Evaluation Division (OED) provides rigorous technical analytical support to the DoD’s Director, Operational Test and Evaluation (DOT&E) and its mission to conduct independent assessments of the military services’ test and evaluation of new weapons systems. OED’s analytical support functions focus on:

  • Helping to design good tests of military systems in realistic operational environments, and
  • Evaluating the operational effectiveness, suitability, and survivability of those systems from an objective, disinterested, factual perspective. 

OED’s twofold focus assists the sponsor in creating tests that will accurately assess new technologies and systems, emphasizing rigor and operational realism, while balancing resource and time constraints through the use of advanced statistical techniques. Once test plans are in place, OED analysts observe the tests in the field, “kick the tires,” talk with service personnel conducting the test, and deliver technical and firsthand analyses on system performance and reliability, including survivability and protection from cyber threats. OED’s analysts find satisfaction in being at test sites and knowing that their efforts help to save not only taxpayer dollars but also the lives of American warfighters by ensuring that operational systems perform as expected.

OED also supports the Department of Homeland Security by assessing anti-terrorism systems and services submitted under the Support Anti-Terrorism by Fostering Effective Technology (SAFETY) Act of 2002. OED analysts provide technical evaluations of whether proposed technologies are safe and effective, similar to our work for DoD 

OED’s research staff possesses a mix of strong analytical, operational, and quantitative skills that offer sponsors a unique, operational mission-focused perspective. OED’s researchers – 98 percent of whom possess advanced degrees – come from a varied mix of academic backgrounds, but primarily from the traditional hard sciences.
