The Science & Technology Policy Institute

The Science and Technology Policy Institute (STPI) - one of three federally funded research and development centers run by the Institute for Defense Analyses - assists the Executive Branch of the US government as it formulates federal S&T policy by providing objective, high-quality analytic support to inform policymakers. Chartered by an act of Congress in 1991 as the Critical Technologies Institute, and later renamed the Science and Technology Policy Institute in 1998, STPI provides the highest quality and rigorously objective technical analytical support for the Office of Science and Technology Policy (OSTP) and other government users, under the sponsorship of the National Science Foundation.

Specifically, STPI:

  • Assembles timely and authoritative information regarding significant S&T developments and trends in the United States and abroad.
  • Analyzes and interprets this information, with particular attention to how it affects the federal S&T research and development portfolio and interagency and national issues.
  • Studies and analyzes alternatives available for ensuring the long-term strength of the United States in the development and application of science and technology, including identifying the appropriate roles for the federal government and other sectors.
  • Provides, upon request of the Director of OSTP, technical support and assistance for the President's Council of Advisors on Science and Technology (PCAST) and to committees and panels of the National Science and Technology Council (NSTC).

In carrying out its work, STPI consults widely with representatives from private industry, institutions of higher education, and nonprofit organizations and incorporates into its work the information and perspectives derived from these consultations.

STPI addresses S&T issues in the following areas:

  • National Security
  • Homeland Security
  • Critical Infrastructure Protection
  • Health and the Environment
  • Space and Transportation
  • Information/Telecommunication Infrastructure and Technology
  • Education and Training
  • Physical Sciences
  • Engineering and Technology
  • Research and Development Portfolio (including emerging S&T issues)
  • Development of New Analytic Methods and Tools

Design and Evaluation of Nationwide Deployment of Urban Area HOT Networks

This report, prepared for STPI by Robert W. Poole, Jr., and Ted Balaker of the Reason Foundation, builds on a previous Reason study, which defined and analyzed HOT Networks for eight large metropolitan areas. This study extends the work to the 20 most congested areas. It defines a hypothetical network for each region and estimates its capital cost, toll revenues, and the extent to which its capital costs could be financed on the basis of expected toll revenues.
