Description

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.

A challenging career opportunity now exists as part of IDA’s support to the Department of Homeland Security in implementing the Support Anti-Terrorism by Fostering Effective Technology Act (SAFETY Act).

Primary Responsibilities

The candidate will be the primary IDA technical and managerial contact with a subcontractor providing approximately $2M of IT support to the web site through which organizations submit applications for liability limitations under the SAFETY Act. The exceptional candidate will have experience in web-based software development and management, knowledge of the relevant technologies, deep knowledge of the specific development tools used in this application, and experience in project management. A key project will be writing the transition plan and data conversion required to move from Lotus Domino to Oracle or SQL.

Requirements

General Requirements

  • Knowledge of web site design, development, and administration; static and dynamic HTML development, HTML forms generation, and data capture; and Oracle and SQL, or a demonstrated ability to acquire working knowledge of hierarchical database systems.
  • Ability to work with functional users to develop functional specifications; estimate time required for web site development and changes; and schedule tasks to achieve priorities in a timely and cost-effective manner.
  • Knowledge of and experience with maintaining web site security, current vulnerability testing standards and methods, and CERT publications and notices.
  • Knowledge of and experience with business process management (BPM) systems.
  • BS/BA degree in Computer Science, Management Information Systems or related area. (6) 5 – 10 years of progressively more responsible experience in web-based software development and management.

Desirable Specific Skills

  • Certified knowledge of and experience with Lotus Domino environment and Lotus dynamic HTML; knowledge of federal “508” accessibility requirements.
  • Knowledge of federal C&A requirements for government ATO.
  • Knowledge of SAFETY Act web site functionality.
  • Knowledge of SAFETY Act BPM environment functionality, as candidate will administer Appian environment, and design and direct business process changes.
