Position:  Program Security Specialist - SEC
Description

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.

This position operates in a high security environment.  The incumbent, under the direction of the Supervisor, Special Security, and in accordance with Intelligence Community Directives, provides administrative and technical support to staff members who utilize the Sensitive Compartmented Information Facility (SCIF).  Duties involve or directly affect DoD and IDA and include oversight of the document control system at all levels (Confidential, Secret, Top Secret, SCI levels and highly classified special access programs-SAPs).

Primary Responsibilities
  • Maintains active listings and files on SCI cleared personnel. Oversees and prepares appropriate documents for submission to the Defense Security Service for initial and periodic reinvestigations.  Coordinates with appropriate Government/Contractor Special Security Officers regarding the passing and receiving of SCI clearances and SAP accesses.  Maintains current listing of SCI and SAP cleared visitors.
  • Processes SCI and SAP clearance actions for the research staff for submission to the cognizant Government agency.  This process includes reviewing task orders, preparing letters of authorization, Statements of Personal History, certificates of clearance and other documentation.  Follows-up to ensure that all actions are complete.
  • Acts as an alternate COMSEC Custodian, briefs IDA staff requiring COMSEC access.
  • Assists in establishing and maintaining document control and distribution records for each SCI and SAP program.
  • Provides administrative support and guidance to IDA research staff in document preparation and production of studies and reports generated in the SCIF.  Assists with the planning, clearance certifications, security and administration for conferences and workshops held in the SCIF.
  • Performs courier duties for SCI/Program material.
  • Performs other duties as assigned.
Requirements
  • High School Graduate (some college course work highly desirable).
  • 5 or more years experience in Sensitive Compartmented Information and Special Access Program security.
  • Proficient with Personal Computers and appropriate software applications.
  • Working knowledge of security alarm systems.
  • Excellent verbal and written communication skills; ability to exercise discretion.
  • Ability to work under pressure of deadlines and deal with all levels of staff, management and senior Government officials.
  • Ability to obtain and maintain Top Secret/SCI clearance.
